No, you will only have to use the themes/inspiration from one pack for this round. If you wanted to use the Mass Appeal pack, you'd only need to incorporate the themes from that section.
Also, the only part of the inspiration pack that you have to use in your icon is the Required Theme. The rest of the pack serves as inspiration. You don't necessarily need to include the textures/keywords in your icon for it to count.
I'm so sorry, but the main theme for this round is to icon someone who is in costume. The inspiration packs are a way to earn bonus points this round, not the main challenge.
