Well, the FBI gave him the vest, so it is likely they already knew about him... It does raise doubts on if he would have tried without their overall involvement...
That's a good point, and raises the possibility of the entrapment defense by his lawyer. In that case it may actually be borderline entrapment too; Since it does raise the question you pointed out. A drug dealer can't raise that defense because it would be a normal activity for him, but the FBI could have enticed him to commit it (Not that I believe that, but it's an argument a damn good lawyer would use.)
What worries me is that the FBI has been good at stopping these borderline entrapments, but not so much with the attacks where they are not supplying the bombs...
