It's out of context and from a web forum. I think he means "this" to be a piece of writing, or at least that's my general impression. Pterry has a tough time getting some of his kid's books published in the states, because the publisher said something like "this is too smart for American children" and Pterry opined that the problem is the (Johnny Maxwell)books are too smart for American publishers.
