Hmm.....well, considering I don't pair Tifa and Cloud (okay, on rare occassion I will, but that is once in a blue moon for sure) it is safe to assume that unless otherwise state all Tifa pairing mentions will be with one of the Shinra guys. (Apparently I pair her with them a lot. O__o)
