Hint: Fat guy with Sunglasses is a "Wasta" (ie a friend in high places who can get things done for you under the table or through connection)

Pretty close. The Genie is being a dick and gives the guy only one wish instead of three so the guy wishes for a Wasta.

The genie is flabbergasted. He doesn't want a very expensive piece of land in North Riyadh? Not 1 million Saudi riyals? No says the guy. He wants a Wasta.

Immediately the Wasta gives the guy an expensive piece of land and 1 million riyals. The genie then wants the wasta to give HIM wishes.

Here the guy repays the genie's dickeshniss by asking his wasta to order the genie to give the guy 3 more wishes.

The final line gets me.

Genie: But sir, the system says...
Wasta: 3 MORE WISHES! I'm above the system.
