you just have to go here: https://www.livejournal.com/create.bml and follow the instruction! I hope it's the english page, but if it's not I'm sure you will find out on the main page how to create an account!
I have to warn you: changing templates on LJ is a little complicated, as you can see by mine! I changed it months ago, but it's still unfinished! ^^'
