I've been cycling madly to work for the last couple of months. It's 22.5km from home to work, so I'm cycling 45km daily - usually 4 days a week, because Monday is Game Night and I don't feel like cycling home at 23h00. I've been through that process of applying for your own job. It's a bit soul-destroying. Just mention all the good stuff you've done, and how much of a Unix geek you are. ;-)

More often I suspect they know which people or which department they want to get rid of, but labour laws make them go through this rigmarole. Perhaps a bit cynical though.

That's exactly what is going on here - the clueless suits and associated MS-shilling technical architects have a vision of how they want things to look, and the current structure is an obstacle. They didn't really take into account that this is a university, not genericorp (tm), and that most of us belong to a powerful union.
