Because the Republicans have, somewhat successfully, succeeded in making "Conservative" synonymous with "Mainstream" over the past 10 years or so. Saying "too conservative" would be redundant because, regardless of how untrue it actually is, the average person would think, "How could he be too normal?"
Perhaps you are right about that, but it's still crazy. McCain is far too Hawkish and Conservative for me. 8 years ago, he seemed a bit more moderate, but now to hear him talk about having been chosen by history to be president..eek gads! It smacks of hubris.
