Hmm, it's hard to come up with a no porn explanation for that cover, but-- aren't mind-control devices in the hands of porn producers and the like also all-ages in comics, provided there are no visible nipples or something? I mean, I think your premise of all-ages=no porn is kind of flawed. All ages = no nipples or naked crotches (possibly also no swearing and drugs or whatever else Americans think is bad for children to see). So, it's really easy to come up with a plot, like say with a bad guy, a mindcontrol ray and blackmail or something.
