Not only is Gov-Gen Jean an ethnic minority, but a foreign citizen. Ok, she renounced her French citizenship. But that is much more of an oddity then her just being black.

Chuh. As you say, she renounced her French citizenship, which she only had by virtue of marriage in the first place. And if you go back far enough, French and British citizens have both abounded in Canadian government.
