Babies can rely on odor and other cues to ensure parental affection. Puppies don't have those advantages, so they've learned other ways to become irresistible. (e.g.: http://www.dailypuppy.com/puppies/mika-the-old-english-sheepdog_2011-01-13)

Babies also have anticipatory smiles at this stage - they start to predict, based on patterns, that something they want or need or like is coming soon.
