he's in the army camp, top left of the map in the elevated section. There's a few hanging cages and a guy with a large package (XD) is in one of them.. right I believe, wanting food.

Try to gain some profit from it, he'll tell you about the key he's been able to hide in a...creative matter XD - I talked to him before talking to Duncan about the quest, but after your first talk to Alistar. =3
