In the manga he's almost always like that, but in the anime (the Shishio fight) you'll see him making more faces. But yeah, the meme sums up his personality.

Well, I did it as a joke. Aoshi actually has some interesting enraged and/or crazy expressions throughout the manga and he smiles at the end.
