Consignments at Borders were primarily self-published titles. (You can imagine the amount of absolute crap one must plow through.) Consignments are placed on the shelf, but no payment is made to the consignee (almost always the author) unless their books actually sell. If the books don't sell, they are returned. There were several titles I took on consignment that actually sold very well - I usually encouraged those authors to try to find a distributor so that they could escape from the consignment ghetto - so that their books could be picked up as regular inventory titles

Ah! Alas, as far as I know we don't sell anything self-published, though we do deal with some presses so tiny we have to find them with a magnifying glass. The authors who have come in hawking self-published things (so far) have given free copies despite protests. And the books have been truly wretched. It makes you feel bad.
