If she's constantly hogging one of only two chairs in the store, maybe suggest that other patrons would also like to use the chairs to peruse books they may buy, and would she please limit the time she spends reading in the store. That's perfectly reasonable and non-offensive, in my opinion. :)
But do you have a policy that states if a child is under say, 12, they are not allowed in the store without a parent? If not, it might be very much worth it to start a new policy as of maybe Jan 1.
I am all for actually talking to the child directly and simply stating she is not allowed in without parents, or telling her parents that you are concerned for her safety, and she will not be allowed in without a parent. But that might be just me - I find it insane and irresponsible (and worthy of calling Child Protection Services) if any parent drops their child off that way.
Yes, I'm thinking of going with 'talking to her parents'. Unfortunately, I have found that not a lot of people actually read the signs I post on the entrance, so I've limited them.
