i don't think that teachers should be able to wear anything that students aren't allowed to wear. other than that, i don't really have a problem with teachers wearing whatever they are comfortable in. i think that teachers should be allowed to wear jeans and shorts and t-shirts and whatever else they are comfortable in. i would prefer that they set a good example by being clean and tidy in their appearance. i don't want them to look like they just rolled out of bed and put on some stained and wrinkled clothes from the hamper because i wouldn't let my kids go to school like that, but i don't think that they should have to be clean shaven with starched shirts, either.
Yes, they should. I think a business casual dress code would help to distinguish teachers from students and further emphasize the differences between them. Student dress codes are usually more lax than a business casual dress code so I'd err on the side of keeping things more professional/covered up when it comes to teachers.

My dad started teaching in 1976 and it was several years before they would let female students take his physics or higher math courses. (One of his first two female students ever actually turned out to be my junior high science teacher. Small world!)
Yes, but it should be the same as the student dress code. The teacher should be setting an example for the students, but I don't think s/he needs to show up wearing a suit and tie everyday if s/he doesn't want to.
