"bully" is often in the eye of the beholder. it's a very complex issue and appearances can be deceiving. the kid who reacts the loudest or most physically isn't always the biggest bully and is sometimes the victim of more subtle and long term bullying

also, 2 incidents within 90 days is considered "chronic"? good luck getting in to see a pediatric mental health professional as a new patient within 90 days and good luck getting any benefit out of the first few things you try. and that's if you have the financial resources.
Yeah, when you're trying to see a specialist, especially a new one, you're probably figuring on at least a 2 month wait, which gives you a whole month to get your kid onboard. Not realistic.
I'd be fine with ticketing by police officers if they catch a kid in the act of taunting/shoving/teasing/terrorising another kid in the street... let the parents of bullies learn what it is to walk a kid to and from school every day for years because they are too scared what will happen between the kids if they don't, let bullies learn what it is to never be able to go anywhere in the neighborhood without their parents.

I think some sort of Education Department tribunal would be a better idea, because it could be given the power to do things like transfer kids between schools, switch kids from class to class, kick kids off teams, give kids detentions etc to properly solve problems $144 is just not enough of a big deal for a wealthy family, and likely to cause a poor family undue distress. Being rich should not be a factor in this.
I agree with this. And from reading the article, it looks like they plan to target parents who refuse to admit there is a problem and that is exactly *who* we need to start changing in these situations. My assumption is that the parents themselves were/are bullies and willfully ignore (at best) or encourage (at worst) their children's bullying behavior.
I think that a lot of the parents this initiative is targeting are not like you and your husband, though - more like the people who can't be bothered to correct their shitty kid's behavior, or people who assume their perfect angel would NEVER be a bully.
