Abstinence programs never work. Clearly, sex ed is lacking there.

These girls live in a rough neighborhood (as explained by someone in ONTD_P). Why not give them a better education and a reason to think that they can maybe go to college? It won't help these 90 girls out now, but might make stuff better in the future.

I would normally say mandated episodes of 16 and Pregnant, but honestly, the girls on the show, even if they go through a lot of awful stuff, still have families who live in nice neighborhoods with big homes and whatnot.

Dude. I can tell you right now, that's Tennessee. Southern Baptist culture at it's best(?). Pentecostal, otherwise (COGIC is big in Memphis ( ... )

I'll also add that, if as an above poster said, they came from poor neighborhoods, it's likely COGIC.

Then you get into whole discussions on the effect of poverty on the perception (or the reality) of outlook of teenager's lives. If they don't see much future available (and, really, the bad parts of Memphis are poor in a serious way), then what's it matter if they get pregnant?
If your future is so nebulous and uncertain as to be completely unpredictable, it's hard for the action-consequence section of the brain that isn't even fully developed until the typical human is 25 to even form age appropriate levels of cognition in those areas.
Life can be very, very random in poverty. It's why even more success role modeling and education programs can be so effective. It makes a sense and order out of the mess that is attractive.
