Is it ever OK to call a non biological parent mum or dad? Adopted? Step? How about if the real parent is about?

Of course it is. IMO, 'real' parents are the ones who do the parenting. If it's a step/blended situation with more than one 'active' mother/father then, well, lots of children have more than one mum/dad/whatever and seem perfectly fine with the concept.

of course. Adopted of course, Step-Parent, sure. It's all about what the family and mostly the child is comfortable with.

I had 2nd "parents" in HS, I always called them Mom and Dad. So did a bunch of my friends, we all practically lived at there house for years.

Yah I was going to say that. I called my best friend in HS's parents mom and dad. I still do when I see them.

Why shouldn't it be? If the biological parents are uninvolved, and the child has had an adopted or step parent for many years, I think it's perfectly acceptable to call them mum or dad.

yes of course it is. (although in the US it would almost never be "mum" but "mom") I think it dis all about the situatin and the comfort level of the children and parents. Adopted I would assume use mom/dad, step maybe, and now and then [people use it for in-laws, although I know I never ever will.

Yep, whenever the kid is comfortable with it.
