I took a look at the female-centric comm you mentioned, and it looks like most people are reccing fics only from the last year. Is that the norm? (I'm guessing the tacit rule is to also only rec fics that can be found on lj vs. other sites, right?)

I think most folks are only reccing stuff from the last year because they recced their stuff the year before that as well and no I've seen recs on there that lead to AO3, youtube, dreamwidth etc as far as I can tell. :)
