For what it's worth the "Hullabaloo" blog has several good posts on this and the possible logic on it. Digby, I should note, is decidedly negative on Obama's action (agreeing with Atrio's awarding him the "Wanker of the Day") and the Congressional leadership's actions. The link is to the blog as a whole as I didn't want to do up a bunch of links to the individual posts.
