Dorothy would welcome anarchy as long as she  got to be the Archanarchist. (Paraphrase of a comment made about Dorothy Day by a friend, probably not entirely in jest.)

Societies could exist without states because there weren't many people.
The more humans you have (gathering in a cauldron), the more likely it is that you have one among them who thinks like he doesn't need to follow any rules.

I agree, and perhaps the number of members must be quite small. The average size of hunting and gathering societies was about 40 persons. The late anthropologist, Carl Henry visited a H/G society in Brazil which appeared to have no rules, as the size of the group approached 190, order would break down and the group would split into to separate societies. its possible that we are programmed to live in tiny groups. We did it for 100,000+ years
