Possible Publisher?

So, I think I chose one after looking through some options: Kids Can Press, they published Scaredy Squirrel and Chester by Melanie Watt and Franklin by Paulette Bourgeois. Now, the issue is submitting for publication. They don't want original art work unless the author is a professional illustrator:

That is a problem. I would submit a letter with the story with a photocopy of your sis's drawing of CR. In the letter explain your points: your sis knows the story and is a gifted illustrator. If they refuse, ask them if they know a publisher who will accept both original stories and art work
