HRC reps. spoke to ticked off trannies in Dallas and justified the non-inclusion thus: The bill cannot become law because there isn't a 2/3 majority to overturn Bush's veto even if it passes the Senate. This was an important opportunity to see which reps. they could get on their side for the non-inclusive bill and then work on them for a fully inclusive bill.

If this makes no sense to you or if you think it was an equally important opportunity to see which reps. would go on record for full inclusion, I join you in that sentiment.
