Sniper is just sitting up on his roof. He has a small stick from the back yard in his hand. He is humming to himself.
Now and then he holds the stick out and looks down its length. Mostly he is looking up and down the street.

With one shoe she'd be an easy target. Not able to move fast enough to be a real moving target. Compensate for the lopsided gait and fire. Out in the open, one shot would do it.

[He yells up to you on the roof.] Scopin' out the neighborhood already? Good thing, cuz I gotcha a present! [He holds up the box and shakes it, grinning.] Hold on, I'll come up!
[Instead of the usual deftness you'd expect from Scout, he struggles a bit to get up on the roof with Sniper. No crazy jumps or anything like that. He'll hand you the box once he makes it up there.]

I 'ave to admit I think they took an "ability" away from me as well mate.
[Now the Sniper was using the bow to sight up and down the street. This could work; at least it was a great start.]

They took away my ability to make Jarate. Not nearly as bad as yours mind you but a tad disturbing in its own right.
