Good luck with the dog hunt. That foster agency sounds like a bunch of jerks. They are obviously enamored of this dog and don't really want it to find another home. The chances of finding it a home where it will have 24/7 entertainment is slim.
Rei, I didn't really want to believe that the fosters would do something so awful, but I just checked the available dogs page on that rescue's website, and both the dog I inquired after and his sister have been mysteriously removed! So, it takes 3 weeks to even get back to me, but you can find another home in 4 days? -_- It looks more and more like someone on the inside wanted those dogs.
Argh, sounds like you're getting quite the run around in your dog search. I too dealt with a foster family that didn't want me to adopt this dog because I have a job, and the dog would spend time alone. The rescue did give me another couple of dogs to try, but my female didn't want anything to do with them. My little 6lb cat had a 40lb Corgi x German Shepard mix running back to her cage. >_< Then I was suppose to adopt a Shiba Inu from someone who said they could no longer keep the dog... the meeting with my cats went supurb, and they were willing to wait until I moved into my house... I email to set up the appointment to get the dog, and they said they changed their minds and gave the dog to someone else. :S
Good luck with your hunt! Post some pics when you finally get your dog. :)
