1.Crop your base however you want. Duplicate base(ctrl+j).
2.Filter->Blur->blur. Lower layer opacity to 37%.
3.New curves adjustment layer.

4.New color fill layer->#8dbdff, Softlight 50%.
5.New color fill layer->#f0ff00, Softlight 34%.
6.New color fill layer->#dbdbdb, Colorburn 100%.
7.New color balance adjustment layer, check preserve luminosity.

8.Duplicate base and drag to top, Softlight 23%
9.New color balance adjustment layer, Uncheck preserve luminosity
Midtones:+42, 0, -34 (for PSP users, use these settings: +42, 0, +34)

And we are done! I know that was a lot of steps ^^;. Make sure to tweak the settings to your liking. I recommend that you play with the blue softlight layer at the end. And remember, this is not meant to be copied directly. Make your own icons! I'd love to see your results.
