I'm going with Unohana Retsu: she shares your fondness of polite people and doesn't tolerate backstabbers, is a capable leader and rather independent, and always seems to be able to see the good in others even when those around her can't necessarily. Your answers to the "and/or" questions also just really reminded me of her overall, although I could maybe see a bit of Michiru and Kyouraku Shunsui at times too. :)
