I saw it in the 80s. but then, a good portion of the older teens/early 20s guys in my 'hood had spent some time in prison then. it wasn't a "fashion," of course, just a habit.

Maybe Killer Mike's homopobe ass can explain why I originally found out about the origin behind the sagging pants thing from several people I know while they were in jail! They also take their belts -along with their laces- to prevent possible suicide attempts. *smh*
