"I'm sorry...can I be forgiven?" White men and their privilege

Why is it that white men, whether they are lame radio DJs or World Bank presidents, think they can get away with anything simply by saying "I'm sorry" afterwards? How can white men apologise for their ish, then turn around and support harsher criminal penalties (disproportionatly targeting poor POC), and then honestly believe they don't have privilege?
