I'm curious what you like about Kaiser? When I had their insurance (In LA, Late 80s) you had to use their doctors, who were all located at their hospital. I guess it would have been ok if the hospital had been nearer to where I lived, but there was only one serving a very large area.

Maybe it's different now, or outside of their home turf?

Kaiser Foundation Health Plan of the Mid-Atlantic, which serves at least Richmond-Philadelphia, is a very well-run organization, and a world away from what they are in other areas. I was quite pleased with them when i had them, but i've not gone back to them, as i prefer a PPO plan.

I don't know where I'd live. But the job is downtown, at the LA times office (near Civic Center station, also not far from Union Station).

Will your car meet CA emmisions, or will you need to upgrade it or replace when you get there?

With BCBS, you'll pay marginally more in copays, but have a much larger choice of practitioners, and easier access to doctors.

A car built to federal emissions standards should pass the California emissions inspection IF everything is in good shape. Yes, new cars in California have to meet stricter standards, but the annual (or is it still every two years) "Smog Check" isn't as strict. At one time, they tried to impose a $400 tax on cars that were not built to the CA standard, but that was found to be illegal.
