While I must debate the need for rules 2, 8, 14, and 15, I otherwise concur with your list and believe it should not be limited to just your middle school. Those who lack discipline must take responsibility for their actions and be punished accordingly.

Rules 2 and 8 both address appearance, which does not have any impact on the quality of a post. If any animal species had to be acknowledged as superior, dolphins would be the obvious choice for their intelligence, which would make Rule 14 biased, and the song listed in Rule 15 is irrelevant.
