I'm guessing the reason that he's targeted for pranking is that he shackled himself to this party hearty moron. Lose Weeder and he loses most of the problems he has in life. The tragedy of his existence is that he doesn't admit that he needs to get away from people who hold him back, trip him up and get in his way. The screaming yipyop calls craven fealty to losers freedom, FFS!!
I'm pretty sure that Josef only exists in this strip to make Michael look sensible by comparison. It doesn't work because sensible people don't have idiots like Weed as friends. However, self-righteous self-important jagoffs like Michael do tend to keep Weeds around to make themselves feel better about what they are doing.
You have to remember that Mike never actually figured out social norms owing to his exaggerated fear of rejection, belief that life is just like television and refusal to accept blame. Lawrence was the first kid he met when they moved to the burbs so sheer brainless inertia kept him in his life despite the fact that all Lawrence seemed to do is talk Mike into doing something stupid. Mike would still gravitate witlessly towards him if he hadn't come to the insanely idiotic conclusion that not wanting to outed was a long-term plan to humiliate a dimwitted opie who used to look like Mirror Universe Linus. This explains why he's too dumb to ditch Weed: he assumes that the first person who speaks to him is his new co-star.
