I know most people seem to swear by Photoshop because it has so many bells and whistles (and one of my pet peeves when finding nice icon tutorials is that most of them would use a tool that is not translatable to other programs). The downside to that is that they're very pricey. I have used Photoshop Elements, which was bundled with my old laptop and my work PC and is kind of a scaled down version of the other Photoshop suites. If you go to Adobe's site, they'll have info on the prices there, though I notice they now have this "Creative Cloud" thing which charges a monthly fee

There are so many options available. I don't want to spend a bunch of money on something with all the bells and whistles that I may never end up using.
I have Adobe Photoshop thanks to my husband (he's a graphic designer.) I don't know if that would be the first program I'd go with, but no matter what you do, I recommend playing around with it.
