I have a free account, so nope, it isn't expensive! You can get paid accounts, though, but I don't remember the prices. I'm not gonna get a paid account unless I leave LJ, and I really can't see myself doing that. Even though LJ gives me some headaches, I love it. I just use DW as a backup journal...which I haven't even backed-up yet.
