Noise are the monster type from Oto x Maho. They tend to be animal-based. The Tuner file seemed like a good place to use the word.
They are more prone to just spawning at random than most magical girl monsters, so BF's Tuners spend a fair bit of time on them, but obviously they are by no means their only prey.
