Looks like a woodchuck to me. (Which is like a beaver except has a smaller tail I think). We used to have tons of them where we used to live and my dogs used to kill them. ;P

I would think you are right about the wire thing. My husband is an electrician and said don't go digging around because you could get shocked. Get someone to look at the wiring for you if you can. If you want to go checking, turn off the breakers first.
