I am pretty sure that you can legally withhold rent until they fix it though... You might want to check out The Department of Consumer Affairs to get a copy of the Landlord-Tenant Laws publication.
Yes- I absolutely think you can get money off your rent. However many days you are without water the apartment is uninhabitable and you will get those days for free. Just make a big stink. That always works.
I agree with Beth. When we worked at the apartment complexes, we would definitely have cut someone a break on rent for something like that. Figure out your daily charge for rent and take that number times the number of days you haven't been able to use your apartment. Take that to them and tell them your next rent check will be minus that amount. Prove you aren't a pushover and that this has been an inconvenience and you should be fine.
Maybe i'll do just that. I could certainly use some extra money.
But if it was GRU's pipe situation, is that still the apt. complex's fault? Do you think they'll deny me on that basis? Water is included in the rent though, hmm. Probably worth a try regardless, i suppose.
Probably the sewer/water system was overloaded by the massive quantities of water constantly flowing in the apartment above yours. It's like there was a waterfall in that guy's bathroom.

I think a pipe underground froze or something, but whatever happened, it busted somehow. The apartment people responded pretty quickly, but it turned out to GRU's domain. And apparently GRU doesn't deal with that sort of thing on the weekends.

Not trying to be defeatist at all--I think you deserve a bit o' green back. But they'll probably make you work for it.
Or maybe you actually have human beings for landlords, who knows...
