Almost certainly. Reports vary on whether it has actually 100% definitely been confirmed yet or is just 'on the verge' of it, but with the critics' response and the insanely high viewing figures, especially of the first episode, the BBC would be crazy not to commission it.

Last I heard Moffat was musing on a Christmas special, IIRC.

And confirmed! Moffat was on TV this morning with his wife (who's Sue Vertue, the producer) and they confirmed moar Sherlock. Apparently it will be more ninety-minute episodes.
