The general alternative to slavery is serfdom -- but this is actually higher-tech, because it implies:

(1) Enough literacy and cultural continuity to keep track of serfdom agreements (payments in kind, rights etc.) and

(2) Enough agricultural technology including deep plows, metal tools and fertilization systems to keep working the same land.
