A single woman, at 1am, venturing into the street when you know the drunken louts who created the barricade are still in the area? I think not.
Two courses of action:- 1. Dial 999 and tell the police that a mob of drunks have created a dangerous obstruction on a major red-route up to St. Helier hospital and you're very worried that there will be accidents. 2. Dial 020 8770 5000 and inform the emergency Council officer of the situation. As the obstruction is made of Council property (the rubbish bins), it's actually their responsibility to clear it up. They'd probably just all the local rozzers as well.
3. Downstairs windows can be opened and impressive lung power employed to attract peoples' attention.
