That really sucks. I'd say, go straight to the top. Tell them what is up, say that you need more hours and that you have been offered jobs at other QFC's. Tell them that you can't afford to live on one shift, and if they can't schedule you more, you'll have to leave.
Even if you don't really mean to leave, often the threat is enough, and they'll schedule you more. I'd also ask for the reasons why they promoted that other guy.

The one mistake women make in the workplace is that they're too nice. Guys, by and large, tend to voice their concerns and leave when they feel they've been treated unfairly. The store wants to make money, if they think they can push you around, they will. It's not mean, it's business.
