Well, the story I linked to in the author's notes is the only place I've ever seen the idea. That was written right after "City of Walls and Secrets" aired for the first time, though, so the later Ba Sing Se episodes proved it wrong. But it's an awesome idea, and I love to play with it.

I really do love this AU, and am so glad to have had an excuse to finally sit down and write it. jakia's fic seriously inspired me when I first read it, and it's still very inspirational. So much opportunity for nastiness and angst and questioning reality!
