So my dog Lucky has had these weird fluid build-up sores on her legs for a while. D= Fortunately, they weren't life-threatening, but I've been worried for a while because my family and I were told she would need to get surgery to remove them

Ahh, that's why. Toby's breed (Havanese) is actually a sub-category of Bichon. It's called like bichon Havanais or something.
