My own 'head canon' OFC/s have had her/their own evolution over the years, their adventures depending quite frankly on who I was fangirling at the time. They're pretty set in who they are and where they're from by now, though they have a few 'alternate versions' these days.
The 'mains' are a pair of ex-time agents (pre-dating the movie Time Cop and seriously pre-dating Torchwood) who tend to find trouble as the sparks fly upward, and usually when I have a 'fannish' dream I'm either one of them or a combination of either and myself.

My OFCs come in two varieties. There are ones that were born into a particular fandom, like Panacea. She was born into X-Fandom. Then, there are ones that were born outside of fandom, but with the flexibility to slip into a fandom, like TJ Grey. She has at various times been a vampire, a Highlander Immortal, and a werecat among others.
They're pretty set in who they are and where they're from by now, though they have a few 'alternate versions' these days.
I don't tend to uproot ones that were born into a particular fandom, but my true originals move around. I have a number of versions of them.

I did see Doctor Who before Voyagers! Near as I can figure I was first exposed to DW in '79, and Voyagers! ran '82 to '83. I just thought about Time Lords differently from Time Agents.
The true OCs were first, the fandom-specific came along later.
I think for me there's been a blend most of my life. I've tended to relate to fandoms, and characters in them by wanting to have my own character be there. I mean I've got a Star Wars OFC that goes in the original trilogy. I was eight when Return of the Jedi first opened. She was a mechanic who would travel with Han and Chewie on the Falcon. I might not have Harrison Ford's autograph, but I do have Peter Mayhew's (Chewie) which I got in person at a con.

I tended to identify more with the canon characters than make my own OCs...
I understand. There are fandoms where I'm just content with the canon cast. I love Burn Notice and NCIS, but I've never thought about adding a character into those worlds. Fi and Ziva are my favorite female characters on TV. It's just in a lot of fandoms--even ones where I really love some of the female characters (like Star Wars and the X-Books)--I'm not content just enjoying the established cast. I want to get in there and be a character all my own. Whether it's Panacea in the X-Books, or a scruffy space mechanic in Star Wars. (Never wanted to be a Jedi.) For the record, I adore Princess Leia and Storm. Han/Leia and Storm/Forge are OTP's to me.

I never got into the X-Men comics, but I did create a couple of OCs for the movieverse back after the first film, and I had fun making comicverse outfits for them on that same Marvel superhero generator: Rook and his younger sister, Spitfire.
I love Panacea's outfit! The purple and white makes for a fantastic contrast, especially with her red hair. :-)

I think I got intimidated out of it by the attitude in so many fandoms that any OC is automatically a Mary Sue, which is ridiculous and I know that intellectually, but... *sigh*
Heh, I've done a lot of ranting about how Mary Sue gets used as a meaningless insult a lot. I am writing more canon characters than I use to because I'm more comfortable writing slash now, but I'm also working on writing completely original fiction. Unlike all the people in the world who aren't sure what they want to be when they grow up, I've always known what I want to be. At 36 I'm trying to get serious about being it. I want to be a professional writer when I grow up.
