Step 1: Duplicate your base and set it to Lighten 30%

Step 2: Create a new Selective Coloring layer with the following settings:

REDS: -30, +50, +20, 0
             YELLOWS: +100, -70, -40, -15
             NEUTRALS: -20, -5, +35, -35

Step 3: Create a new Selective Coloring layer with the following settings:

REDS: -100, +30, +35, +5
                YELLOWS: +100, 0, -100, 0
                NEUTRALS: +45, -30, -60, +5

Step 4: Create a new Levels Layer with the following settings:

RGB: Input: 0, .66, 255
               RED:  Input: 0, 1.35, 255
               GREEN: Input: 0, 1.25, 255
               BLUE: 0, 1.10, 255

And now you should be done! These settings will vary with different lighting and quality!
