i tone my hair right after rinsing the bleach out. the water makes it lather up and then i pop a processing cap on and leave it for about fifteen minutes.
as long as you're using a toner that is the same level as your blonde it shouldn't turn your hair a weird a color. it might turn it a little grey looking but that dries to white-blonde.
The color you're trying to remove determines what color toner you need.
Put the toner on the color you want to remove and watch it. Some toners pull quickly (as in as soon as you put them on you need to wash them off), others can take a minute or two. It would help if you had someone else with you so they can see it start to change. If not, you could end up with gray hair.
You can do it immediately after bleaching. Wash all of the bleach out of your hair, towel dry and apply the toner.
A good clarifying shampoo will take it out if the color isn't what you want but it won't be immediate.
