First you will want to get yourself a nice insole. Something thick. I like to get the gel kind, but they don't breathe all that well, so you may prefer something different.
Then find the local dance shop and get yourself some lambswool, like the stuff seen here This will be a little bit of trial and error. Cut off a small piece and pad the toe of each boot. Walk around a bit and decide whether its too tight or too loose.
The lambswool will get packed down over time, so you may need to add more. You may need to add more if the boots stretch out at all as well.
If you don't want to bother with the adjusting of lambs wool, you can get gel pads at the dance store that should take up about a half size. You'd want these, not this kind.
Seconding insoles. I have a pair of boots that are about half a size too big and I got some of the Dr. Scholl's gel insoles. I put them on top of the insoles already in the boots and they fit great now.
