ROW = Rest Of World.

It's from an Eddie Izzard gag about how Americans write the date wrong. "You write it as month, day, year, whereas here in ROW or 'Rest Of World' write it as day, month year" etc. Or, at least that's where I heard it. I think barty saw this particular one at Wembley on the same night I did.

I went ahead and voted for the Good Guy, but I'm afraid that the EVIL MAN will win again and make all the Americans look bad to the ROW.

I don't think GWB makes all the Americans look bad to the ROW, just the ones that voted for him.
