The leather-clad hottie is supposed to appeal to women as who they want to be, someone appealing for them to enjoy vicarious wish-fulfillment. She's hot, she takes no shit, she kicks ass and everyone wants her. And if a book is decently well written, the reader gets to be her while they read. This may not be your thing, but lots of women dig it.

Things get sold to men this way, too. It's less obvious on books these days, but think of all the Frazetta Conan covers--they were the same idea: "read this and you can be a massive-thewed barbarian raping and pillaging for a couple of hours."
